Bullies and Gangs

I went to a meeting with the local sheriffs department on gangs.  People from California are moving here and bringing their gang affiliations with them.  They are recruiting at the Middle School this year.  We are afraid for our little guys.  I am sure they will be recruiting down here at the elementary soon too.  How do we stop them?  We haven't been able to stop the bullies so how do we stop the gangs?  We have people here that are 4th and 5th generation gang members from way back.  I always knew we had gangs but it was only one and it wasn't a REAL issue until this year.  Now it is getting scary.  What can we do to put an end to this treat in school?

Does anyone out there know a way to stop the bullies at school.  It doesn't stop here.  They are taking their behavior on the road and at home and scaring the neighbors silly.  What do we do to stop them?  I am talking about elementary kids.  Kids who are terrorizing their neighborhoods and vandalizing people who live around them.  I have one student who had completely demolished the front yard of their rental property and is now working on the landscaping of the neighborhood.  When the parents complain, his parents say he is just a boy doing boy things.  Dad is always at work and Mom is always sick.  I realize this is probably the cause but how do we stop it?

I am 53 years old and have been teaching for 20 years this year. I have two daughters and two grandaughters and two son-in-laws, all of whom I adore.
