NEED HELP ASAP

    NEED HELP ASAP

    We have a new principal at my school who only has Middle and High School experience.  Anyway, by contract we report to work at 8:30.  Kids begin arriving at the same time and some eat breakfast while others do not.  The ones that do not just go straight to the classrooms.  So I brought up to him that we should set up some procedure where the kids are in the hall reading and 2 teachers per hall are on duty each day on a rotating schedule. 
    Basically I am just trying to suggest some procedures since often I see kids running around the building or in rooms unattended. 
    SO my principal asked if there was any research showing that there should be something like this in place. 
    Any suggestions? Know of any research?  I've tried google and googlescholar with no luck:(

    I've never heard of students just going to classrooms.

    What normally happens, is that students are not allowed on the grounds until
    someone is supervising. This would normally be an aid of some kind
    having yard duty, and watching the kids on the playground until
    the bell rings. Then students line up and go to class.

    What you propose to do is keep them in a lock down.
    That's not going to fly. And you can't give teachers extra
    work unless it's in the contract.

    I can't believe that you do not have a policy in place right now
    for students on campus before the opening bell. I've
    never been to a school like that, and have subbed in many
    places.

    The old days the teachers used to share yard duty, but maybe
    that has changed. They may have recess aides, noon-duty aides,
    etc.

    The same procedure would be the one at lunch. Where do students
    go when they finish eating? I'll bet it's not back to class.

    Right now it sounds as if students can just wander around before
    the bell. That happens at middle school and above, but not
    at elementary schools.

    Your school MUST have had a procedure already in place.
